The School Education Department (SED), Government of the Punjab, has introduced the new E-Transfer Policy 2024 for Teachers to ensure transparency, merit-based transfers, and equitable teacher distribution across the province. The E-Transfer System in Punjab Education Department enables teachers to apply for transfer online without any manual paperwork.

Background of the E-Transfer System in Punjab

The E-Transfer System for teachers was first introduced in 2019 by the School Education Department through letter No. DD(M)/E-TRANSFER/2019 dated 15.04.2019, in collaboration with the Punjab Information Technology Board (PITB). The system enabled teachers to apply online using their SIS login credentials during officially announced transfer rounds.

After the launch of this System, all manual transfers made through handwritten applications were completely banned. Every application is processed on merit based on seniority, tenure, distance, marital status, wedlock, and disability, ensuring fairness and accountability in the E-Transfer Portal.

Introduction of E-Transfer Policy 2022

In 2022, the School Education Department (SED) issued the E-Transfer Policy 2022, repealing the earlier Transfer Policy 2013. This policy established a comprehensive framework for:

  • Transfers and placements of newly recruited teachers,
  • Postings on in-service promotions,
  • Ranking criteria for open merit transfers and hardship cases,
  • Adjustments based on Student-Teacher Ratio (STR),
  • Administrative transfers and postings of surrendered or awaiting-posting teachers.

Manual transfers were strictly prohibited.

To ensure equitable and need-based teacher distribution, protect academic interests of students, and improve teacher satisfaction, the School Education Department (SED) launched the E-Transfer Policy 2024, repealing the previous policy via notification dated 12.08.2024.

How to Apply for E-Transfer (Step-by-Step Guide)

Applying for the transfer in the Punjab School Education Department is simple through this portal. Follow these steps:

  1. Visit the official at https://sis.pesrp.edu.pk.
  2. Log in using your SIS username and password (registered with your CNIC).
  3. Navigate to the “Transfer” section during the open round period announced by SED.
  4. Choose your desired school(s) as per eligibility and transfer category (open merit or hardship).
  5. Upload required documents, if any, and submit the application.
  6. Check status and ranking through your SIS dashboard.
  7. Once approved, download the QR-coded transfer order generated by the E-Transfer System.

Committees Formulated Under the E-Transfer Policy 2024

For the execution of the policy, the Government of the Punjab has established three committees to handle teacher transfer cases, especially under hardship and compassionate grounds.

District Hardship Committee

Headed by the Deputy Commissioner, this committee examines transfer applications based on hardship or compassionate grounds such as wedlock, single parent, disability, widowhood, divorce, and medical conditions. It makes recommendations to the Departmental Hardship Committee.

Divisional Grievance Redressal Committee

Chaired by the Divisional Commissioner, this body addresses representations from teachers aggrieved by District Committee decisions and forwards recommendations for departmental review.

Departmental Hardship Committee

Convened by the Additional Secretary (Schools), SED, this central committee finalizes transfer cases received from district and divisional levels, ensuring compliance with the E-Transfer Policy 2024. All approved orders are issued through the SIS with QR-coded verification.

Amendments in the E-Transfer Policy 2024

The School Education Department, Punjab, Lahore made certain amendments in the E-Transfer Policy 2024 to facilitate female teachers after their marriage, allowing them to be transferred once during their entire service career to a station near their spouse’s residence or workplace. These amendments aim to ensure ease, fairness, and family support for female teachers under the E-Transfer Punjab System. The detailed text of the official amendment notification is given below:

No. SO(SE-IV-A)2-373/2024, dated 09.05.2025

In pursuance of approval of Provincial cabinet’s meeting dated 23.04.2025, following amendments have been made in e­Transfer policy 2024, with immediate effect:-

AMENDMENTS

  1. Insertion of definition of transfer of female teachers after clause xx of para 4 of the policy
    XXI-A Transfer of female teacher upon her marriage:
    Shall means transfer of female teachers after her marripge in the proximity of her spouse’s residence/ work place once in a whole service.
  2. Addition of the category of hardships in clause xx of the para of the policy:
    i. Transfer of female teacher upon her marriage:

❖ Insertion of clause 10.3-A after clause 10.2 of para 10 of the Policy.

10.3-A:
(a) In cases of inter-district or inter-division transfers, the teacher in the working district will submit a transfer application. The CEO (DEA) concerned, after examining the case, will contact the CEO (DEA) of the district where the teacher is applying for transfer to obtain a No Objection Certificate (NOC) for the said post.”
(b). After verifying the post, the CEO (DEA) will issue a No Objection Certificate (NOC) for the said post in favor of the applicant/teacher.
(c). Upon issuance of the NOC, the concerned CEO (DEA) will not issue another NOC for the same post to any other candidate until the transfer application of the applicant is decided.
(d). If the concerned CEO (DEA) issues an incorrect NOC or a duplicate NOC, strict disciplinary action shall be taken against the responsible officer.
(e) After issuance of the NOC, the concerned CEO (DEA) will place the matter before the District Hardship Committee of the district where the teacher is currently working.

❖ Insertion of clauses V-A & V-8 in para 10.3 of Policy.
V-A. When multiple teachers apply for the same post/station under different categories of hardship/compassionate grounds, the sequence of preferences for these categories shall be as follows:
(a) Divorced /Widow/ Khula
(b) Differently abled
(c) Medical
(d) Wedlock
(e) Circumstantial single parent
(f) Transfer of female teacher upon her marriage

V-B. When multiple teachers apply for the same post under the same hardship category, preference shall be given to the candidate having comparatively long distance from the current station of posting to desire station of posting”.

Substitution of Clause xi of para 10.3 of Policy
Clause-xi (existing clause)
All transfer orders on hardship grounds shall be issued through SIS portal in term end, except in cases of transfer under category of divorce / khulla and widow.
Amended Clause
All transfer orders on hardship grounds shall be issued through SIS Portal throughout the year.

Insertion of clause x in para 17 of the Policy.
“To ensure merit and transparency, transfers under hardship/compassionate grounds will not be entertained during the general transfer and posting round.”

Serial No. 10 of Schedule-8 shall be substituted as under:
For female teacher who have to shift residence (outside Tehsil/District) upon her marriage attested copy of her Nikah Nama, CNIC her Husband, resdential address supported by relevant documents (Ownership / Utility Bills)
